Siebel ADSI User Self Registration fails with SBL-DAT-00705: Unable To Bind To The ADSI Object error

On : 188.8.131.52 [IP2013] version, Security / Authentication
When attempting to register Siebel users in eSales application with a custom user registration workflow, 80% of the users are registered properly whereas 20% of the users are not able to create users and the following error occurs.
ObjMgrLog Error 1 0002d62758a712a8:0 2017-02-19 11:10:04 SBL-DAT-00705: Unable to bind to the ADSI object 'LDAP://hostname/CN=****,OU=xxx,OU=xxx,DC=xxx,DC=xxx'.
GenericLog GenericError 1 0002d62758a712a8:0 2017-02-19 11:10:04 (secmgr.cpp (4752) err=4597538 sys=0) SBL-SEC-10018: Unable to bind to the ADSI object 'LDAP://hostname/CN=*****,OU=xxxx,OU=xxxx,DC=xxx,DC=xxx'.(SBL-DAT-00705)There is no such object on the server.
Extended Error:0000208D: NameErr: DSID-03100238, problem 2001 (NO_OBJECT), data 0, best match of: 'OU=xxx,OU=xxx,DC=xxx,DC=xxx' by provider: LDAP Provider
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Customize the Siebel OOB user registration to perform self-registration on Siebel eSales application.
2. Setup ADSI authentication with AD server.
3. Check to see if all of the users are able to register properly.
The issue has the following business impact:
Due to this issue, users cannot register some of their IDs and this was causing a setback.
