Symptoms

This behavior was initially reported while running a Siebel DEV environment upgrade/IRM from IP2013 to 16.7 and accessing Oracle database release 11g.

There are performance issues during the Siebel Upgrade upgrep phase to IP2016, related to the upg_data_afterseed.sql script execution.

This script performance also affects Siebel recent releases upgrades (22.x).
