Siebel server down with errors - SBL-NET-01202 and SBL-SMI-00006

On : 22.214.171.124  version, System Admin
Siebel server does not come up after trying to restart. The windows service for siebel is running but there were no siebel processes started in the task manager. Windows service was not responding properly to stop and start commands. The windows machine for siebel application is restarted but this did not help..
SCBroker logs show SBL-NET-01202: Internal: select() failed and SRBroker log file shows SBL-SMI-00006: Internal: SISListen failed.
