Siebel Application Is Not Accessible with Error "SBL-SEC-10018: Trust token mismatch" when Integrated with OAM SSO

Information in this document applies to any platform.
Siebel application is integrated with OAM (Oracle Access Manager) SSO. After implementing all steps, siebel application is not accessible.
Where as Siebel application is accessible with simple LDAP. When trying to access with OAM SSO, it is failing with below error
