Siebel with OSES does not Return Any Data For Users Other Than SADMIN

On : 16.6 [IP2016] version, System Admin

When logged in Siebel application as a user different from SADMIN user and attempting to perform a search for Accounts search category, no result is being returned

See the search results when logged as different siebel user

The issue can be reproduced at will with the following steps:
1. Log into siebel application
2. Click on arrow down
3. Select OSES advanced search and select Accounts search category
4. Enter the search criteria and click on Go
