IP2016 - Download Attachment Hangs When Using IE11 With Specific Settings (Doc ID 2243742.1)

Symptoms

The download dialogue window for any file attachment download is failing in vanilla 16.6 environment using IE11 browser with the following IE settings:

STEPS:

1. Open IE11 and go to Internet Options -> Security -> Local Intranet -> Sites and check only "Include all local (intranet) sites not listed in other zones"
2. Open Siebel 16.7 with IE11 and go to an attachment screen
3. Try to open an attachment
4. IE11 is now hang and user cannot do anything in UI for some time or until IE refresh button is pressed
5. In the console the following error can be noticed:
