Why Siebel CTI Toolbar HTTP Request Takes Several Minutes in SWSE Log Files? (Doc ID 2244958.1)

Goal

It has been observed in Siebel Web Server Extension log files that Siebel CTI Toolbar request takes several seconds or even minutes.  Is this a standard behavior? Could this indicate a bad performance of the Siebel Application?

For example here is part of a SWSE log file tracing a Siebel CTI Toolbar request which took about 36 seconds to get a response back in our Linux Web Servers:

Why this request is taking so long? Is this normal or expected behavior?
