IP2016 Patchset 9 - Unable To Simulate Workflow In ESN Using Siebel Tools

Symptoms

On :  Siebel Tools 16.9 [IP2016] version, Primary language ENU and secondary language ESN


ACTUAL BEHAVIOR  

Siebel Tools IP2016 Patchset 9 or 10  - unable to see the workflow process correctly in Tools with Language = ESN, we only see connectors and the steps are missing.
This is happening to all workflow processes, vanilla as well as custom workflow processes.

As the result of that, we are unable to edit or simulate workflow processes using Siebel Tools with Language = ESN.


EXPECTED BEHAVIOR

We should be able to see the workflow processes correctly in Tools with Language = ESN.

STEPS

The issue can be reproduced at will with the following steps:
 
1) Perform a 16.0 Siebel Enterprise installation from scratch on ENU
Operating System with primary language ENU and secondary language ESN.
(Tech Support repro using Siebel Enterprise and database installed on Windows
Server 2012 R2 in English; Customer is using Oracle Linux 7 in English)

The Siebel database has the 2 languages have been imported during the Siebel
installation with ENU as primary language, one language installed after
another, and the repository import for each language has been executed along
with the MLOV translation.

2) Install Siebel Tools version 16.0 on Operating System Windows 7 (64 bits)
in Spanish or Windows Server 2012 R2 in Spanish.
(Tech Support installed on Operating System Windows 7 (64 bits) in Spanish)

3) There is the vanilla workflow process named 'ABO Bulk Request -Validate
Process' in Siebel Tools > Workflow Process, it is the first vanilla
workflow process there. Choose the workflow process and right click mouse to
choose 'Edit Workflow Process'. The workflow displays correctly using Siebel
Tools 16.0 with ENU (log in using Tools\bin\enu\tools.cfg and make sure the
Tools' Language is set to ENU after logging in Tools) and Siebel Tools 16.0
with ESN (log in using Tools\bin\esn\tools.cfg and make sure the Tools'
Language is set to ESB after logging in Tools), respectively.

4) Apply patchset 9 or patchset 10 on Siebel Tools.

5) Repeat step 3 with version 16.9 or 16.10 the workflow process does not
display correctly using Tools with ESN, it only has connectors, the steps are
missing. This is happening to all vanilla workflow processes. Using Tools
with ENU workflow processes display correctly.
As the result, Tools is unable to edit or simulate workflow processes in ESN.
