On : 15.13 [IP2015] version, Order Management

ACTUAL BEHAVIOR
---------------
Customize after in-memory promotion is changing action code on component to Update from Existing.

EXPECTED BEHAVIOR
-----------------------
Action code should be - on component after coming out from configurator.

STEPS
-----------------------
1. Cancel existing order for a given account.
2. Upgrade to a target promotion (which is downgrade).
3. After upgrade note the action code on the component product where there is no change. It should be - on this component.
4. Customize the product and make no changes. Action changes to Update. It should stay as -.
