Should the System Fields "Last Updated" and "Last Updated By" be Updated if only a Calculated Field is Updated?

We have a calculated field on the Service Request business component that does not have a"Calculated Value" property. The calculated field is a Type CLOB and we are updating this field with scripting using SetFieldValue on this field for every SR navigation.
Now the problem is, if the scripting that dynamically sets this calculated field is executed, then the system fields Last Updated and Last Updated By are getting updated even though no real update happened?
Is this the expected behavior and can be stopped as it is causing lots of confusion to our engineers.
