Products Not Released After Running ISS Authoring Import Export Service Method Post_EIM_Upgrade

Products are not released after records are imported using the ISS Authoring Import Export Service Method "Post_EIM_Upgrade".
Products should always be released when using the release button
1. Import records into the Siebel tables using ISS Authoring Import Export Service Method "Post_EIM_Upgrade".
2. Open the UI.
3. Select the 'Release' button.
Result: Nothing happens
Application was upgraded from 184.108.40.206 High Interactivity to IP2016 (Open UI).
