Responsibilities Not Propagated To Non-ENU Languages (Doc ID 2251086.1)

On :  15.7 [IP2015] version, Client Functionality

All Object Managers are on Windows Platform
Browsers:  IE11, Chrome and Mozilla.

Responsibilities did not propagate to the non-ENU unshipped languages (POL and DEU).

The expectation is that Responsibilities should be pushed out to all Object Managers (all languages) when the "Clear Cache" button is pressed.

1. Launch Sales_enu using Open UI.
2. Create a new View
3. Create a Responsibility
    Go to Administration - Application > Responsibility
    Add the new View to the desired Responsibility (or Responsibilities).
4. Press the "Clear Cache" button.
5. Exit the application.
6. Launch Sales_enu.
7. Confirm new View is visible.
8. Exit application.
9. Launch Sales_deu.

Result: Observe that the newly created View is not visible in the unshipped language.
