Siebel Remote: Cannot Login Again to Local DBF (SQL Anywhere) After Initialization Completes and Logging Out from Tools (Doc ID 2251534.1)

Unable to log into local DB with Siebel Tools after closing it

After installing Tools IP2015 Patchset 8 and successfully extracting and initializing a Local Database (SQL Anywhere), once the PC is restarted or the database engine is closed after stopping Tools, one cannot log into that Local DBF anymore, so that has to be re-initialized and another Full Get should be done.

ERROR
-----------------------
SBL-SEC-10018: A Siebel local database error has occurred. Possibly the database name is invalid.
Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DAT-00522)
Specified database file already in use


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Siebel Tools after Database Initialization has completed;
2. Restart the PC or close the database engine after stopping Tools
3. User can't log into the Local DB anymore
4. Re-initialize the DB and do another full get to make it work again

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot connect to that Local database any longer.
