Siebel Application with Custom SSO failed with Error SBL-SEC-00101 (Doc ID 2252362.1)

On : 16.7 [IP2016] version, Security / Authentication

Server Busy Error Message - Thin Client

Siebel is upgraded from 8.1.1.11 to IP2016 under the Oracle Expert Service guidance (WIN 2012 OS/IIS Webserver/DB2 in ZoS Database. After Siebel 16 environment is up with DB authentication,  integrated Siebel public call center with Webseal SSO using custom security adapter. After re-start of servers, getting Server busy error message.
