Installing Siebel App From Standard siebel.maa Causes Relogin Page

After downloading siebel.maa from patch# 25182631 (MAF 2.16.12) or patch# 25450058 (MAF 2.17.2) and deploy with no customization, when user attempts to login to Siebel application through deployed Siebel APP, it asks to re-login again:
The issue can be reproduced at will with the following steps:
1. In the device, use MAF to access Siebel Sales Mobile application
2. Provide user/pwd to login and access the application
3. However it asks to re-login to the application again.
No customization done with siebel.maa provided by Oracle patch.
