Desktop Integration Siebel Agent (DISA) Installation Fails

Customer reported a issue where they are getting two different error messages when running the DISA install. The first was that the installer was looking for the application to update even though the client had been uninstalled. They went through the upgrade steps and noted that DISA fails to start.
They then deleted the folder to try and get the installer to complete but then were getting a Abort error:
The issue is brought on when the DISA client is not stopped prior to a uninstall or upgrade.
