Sfscleanup Utility fails with ORA-12154 error

Below error seen when sfscleanup utility is run.


Connecting to the database...
08001: [tp][ODBC Oracle driver][Oracle]Error while trying to retrieve text for error ORA-12154

Unable to connect to the database...


The issue can be reproduced at will with the following steps:
1. Run the cleanup command
sfscleanup /C <ent>_DSN /u sadmin /p xxxxxxxx /D siebel /F \\xxxxx\SiebelFS /X D:\scripts\sfs.log

The issue has the following business impact:
Due to this issue, users cannot use cleanup utility.
