Siebel Services Are Not Coming Up After The Application Server Restart, with no log directory (Doc ID 2260299.1)

Symptoms

On : 8.1.1.10 [23021] version, System Admin

Siebel Server Services were not coming up except the core process with Log directory is not getting created, where as log archive sequence also incorrect.

Changes

 The behavior had experienced from long back which was really due to LogArchive parameter.
