On : 126.96.36.199 [IP2013] version, Siebel Workflow
While assigning the activity to HR Pro user, the email outbound is triggered twice and duplicate email is sent to assigned user
The issue can be reproduced at will with the following steps:
1. Create Service Request
2. Validate SR
3. Activity assigned to HR Pro user
4. Email sent twice
