Comparing the layout of a custom workflow process in Siebel IP2016 Patchset 1 and 12, there are workflow steps not shown in the designer
The issue can be reproduced at will with the following steps:
1. Open Siebel Tools
2. Go to View menu -> Options -> Language Settings tab and select French from drop-down list
3. Navigate to Workflow Process
4. Right Click -> Edit Workflow Process
5. Some workflow processes steps are not shown in Workflow Process designer for a workflow process
