Siebel Production slow, No underlying issues (Doc ID 2265391.1)

Symptoms

On : 8.1.1.11.11 [IP2013] version/Database 11g R2

Customer has a Siebel production environment with 7 Application servers,5 holding AOM and 2 Non AOM component's. They were facing the following Performance related issues

 -- Web and AOM Session's starts increasing and maxes out.

-- Tnsping also starts taking 7000 to 8000 msecs to connect the database.

-- Database is performing well at the time of issue. No long running queries is observed except the Guestcst session count which goes beyond 700 sessions.
