How To Enable UPT?

Information in this document applies to any platform.
We enabled the Usage Pattern Tracking (UPT) in our environment as per the bookshelf:
Siebel Applications Administration Guide > Usage Pattern Tracking >
Process of Setting Up Usage Pattern Tracking
1. System preference enabled, Application Object Manager bounced
2. WfProcMgr, WfProcBatchMgr Components are running
3. Run time events created and reloaded
4. Workflow process activated
5. Job templates created
6. UPT Job is running
However it does not work. Please verify and confirm.
