Siebel IP16 Tools Local XE Database Is Hanging on Windows "Enterprise Edition" (Doc ID 2267953.1)

On :  16.6 [IP2016] version


ACTUAL BEHAVIOR  
---------------
Siebel IP16 Tools Local XE Database is hanging on Windows "Enterprise Edition" at the post installation step, observed is only 6 dbfs are created and the seventh one is not created.


EXPECTED BEHAVIOR
-----------------------
Installation should not hang.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) Uninstall Siebel Tools, Client and Oracle XE database
2) Removing the registry in ODBC
3) Installing Siebel Tools Local XE

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Siebel IP16 Local XE can not be installed on dev environment.
