Siebel IP16 Tools Local XE Database is hanging on Windows "Enterprise Edition" at the post installation step, observed is only 6 dbfs are created and the seventh one is not created.
The issue can be reproduced at will with the following steps:
1) Uninstall Siebel Tools, Client and Oracle XE database
2) Removing the registry in ODBC
3) Installing Siebel Tools Local XE
