Special Character In Siebel Symbolic URL Not Handled (Doc ID 2270598.1)

We have issue with Symbolic URL. If parameter value contains any special character then it is not working.
We are using French application so, sometimes parameter value contains french character and in that case URL not working.

For example:

Working case:

URL: Application URL

Not Working case:

for enterprise:<Name> D'<Another Name>
URL: Application URL

We can see above it eliminates characters after D' from the enterprise name.

Please let us know for the possible solution to handle this issue
