Siebel Tools Does Not Synchronize The LOCAL_XE Database After Upgrade To IP 16.11.0.0 (Doc ID 2270661.1)

Symptoms

After successful installation of Siebel Tools and the Oracle XE database, the local Oracle XE database could not be initialized.

upgwiz.log:

UpgradeLog UpgradeError 1 00000002591f11ec:0 2017-05-19 17:06:34 ODBC Error: Unable to connect to ODBC Data Source (LOCAL_XE) using Login (SIEBEL).
UpgradeLog UpgradeError 1 00000002591f11ec:0 2017-05-19 17:06:34 Error executing statement () in file (dbxrun.sql).
UpgradeLog UpgradeError 1 00000002591f11ec:0 2017-05-19 17:06:34 Execute SQL file action failed.
