Goal

According to Doc ID 1608961.1 auto start JMSReciever's tasks is possible again from IP 16 PS 10:
«From IP2016 patchset 10 onwards, auto restart is possible again by setting default tasks = 1.
e.g: change param DfltTasks=1 for comp JMSReceiver»

But it doesn't work on vanilla IP16 PS 11.
Step to reproduce:
1. change param DfltTasks=1 for comp JMSReceiver
2. start comp JMSReceiver
3. wait some minutes
4. check that tasks didn't start automatically.
