IP2016 Local XE DB Extract Task Failing with errors (Unable to transfer node to this application server. Please specify the Transfer option)

We have a new installation of IP2016 instead of patching the IP2015 Environment. We completed the Generate dB with no error, however when we run dB Extract, we have the following error:

run task for comp DbXtract server sblent1dev with Client=XXXX
