Symptoms

On : 15.4 [IP2015] version, Comms Server & Email Response

Siebel Communications Inbound Receiver and Processor not working and inbound mails not working

Inbound mails are not getting received.CIR component is exiting with below error:

SBL-GEN-01000
SBL-GEN-01000: System was unable to allocate sufficient memory for the specified operation




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send inbound email to Siebel
2. Wait for the email to be received by Siebel email response
3. Observe the error in CIR logs
