OM Error After IP 16.7

On : 16.7 [IP2016] version, System Admin
eCommunication Object Manager was showing server busy error on login after upgrade from Siebel 220.127.116.11 to IP 16.7
OM log were showing errors:
SBL-DBC-00105: An error has occurred executing a Sql statement.
SBL-SVC-00208: Please login first.
