Siebel Pick List Dropdown Is Not Loading Properly In List Applets In IP2016 PS8

Siebel Pick List Dropdown is not loading properly in List Applets in IP2016 PS8  

We have observed an issue with Loading of a pick list down in List applets IP2016 - PS8.

This issue is not happening every time. It is intermittent.
The drop-down widget jumps onto the top form applet

 The drop down widget should be shown right on top of the selected field

The issue can be reproduced at will with the following steps:
1. Go to Opportunities > Activities.
2. Click New to create new Activities.
3. click on Activity Type  picklist and the drop-down widget jumps onto the top form applet, and only display 4 pick options, then mouse over the picklist would show more pick options.

The issue has the following business impact:
Due to this issue, users cannot use the picklist
