Upgrade Promotion Performance Issue

ACTUAL BEHAVIOR
---------------
'Admin Product Line' MVL Query is executed with all Promotions in application which is taking more time

EXPECTED BEHAVIOR
-----------------------
'Admin Product Line' MVL Query to be executed only for those Promotions which are to be Upgraded in order to improve performance for BC "ISS Promotion Upgrade Aggregate All"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Create 6 promotions in Administration – Product -->Promotions .
2) For one of the Promotion (say Prom1), in Upgrade tab view, add 2 Promotions which it can be Upgraded to.
3) Add Prom1 to Order and create Asset.
4) Goto Account Summary and in Installed Assets select Prom1 and click on “Upgrade Promotion” in Menu Item.
5) Upgrade Promotion PopUp applet opens with 2 products.
