Login Page: 'Accessibility' Is Appearing As Button Instead Of Hyperlink (Doc ID 2278397.1)

Login Page: 'Accessibility' is appearing as button instead of hyperlink

We are using Siebel (with patchset 17) Siebel Life Science Application.

Recently we had a deployment in Production Environment. As part of the deployment, only the Application Name Title was changed in Login Page.
Nothing else was modified.

However, after deployment, in the Login Page, we see that 'Accessibility' is appearing as a Button.
Before deployment, 'Accessibility' was appearing as a hyperlink.

On further investigation, we found out that in Siebel Tools, the below Web Page Items have same identifier.

Web Page Item Name : Accessibility Help
Type : Link
Item Identifier : 12

Web Page Item Name : AccessibilityButton
Type : Button
Item Identifier : 12

Can you please confirm the following and provide us the solution:
1) Is this issue causing because of change in Application Name Title?
2) Or, is this issue causing due to same Item Identifier for Button and Link?
