Scroll UP/DOWN On Desktop Open UI Is Not Fluent On Touch-Screen Devices With Windows 10 Installed

Information in this document applies to any platform.
While using Desktop OpenUI on touch-screen devices that have installed Windows 10, the vertical scrolling does not have a fluent behavior.
The navigation returns/fetches one record per scroll.
The issue can be reproduced at will with the following steps:
1. Login on Siebel application on a touch-screen device.
2. Go to a list applet which contains a large number of records.
3. On touch-screen scroll up/down.
