Command-line SIF Import Fails For Workspace Enabled Objects

Information in this document applies to any platform.
When running automated SIF import into Siebel Tools with workspaces enabled (using siebdev.exe with /batchimport switch). all projects in MAIN workspace are locked.
Some objects are imported successfully (e.g. tables), but for objects like Applet, Business Component, Business Service, import fails with error.
ERROR::You cannot currently update this record. Please check the No Update properties on the Applet, Business Component, and Link.(SBL-DAT-00284)
The issue can be reproduced at will with the following steps:
1. Example of the import command for BC "A Portfolio Account-export":
F:\Siebel_Tools\184.108.40.206.0\Tools\BIN\siebdev.exe /c "F:\Siebel_Tools\220.127.116.11.0\Tools\bin\enu\tools.cfg" /d ServerDataSrc /u SADMIN /p ***** /batchimport "Siebel Repository" overwrite "BC-A Portfolio Account-export.sif" sifImp.log
