Siebel IP16.0 Server Configuration Trying to Start ALL Components Instead of the Ones Chosen (Doc ID 2280537.1)

Symptoms

On IP16, while configuring Siebel server , it results on all components enabled , not only the ones selected during the configuration wizard
That results a execution that takes one hour at the end trying to startup every component from almost every component groups and never starts

In the log files it is possible to see some errors 5004 appears but configuration completes

The issue can be reproduced at customer side with the following steps:
1. install 16.8 on Windows machine, in order to add a siebel server into a existent environment
2. perform the siebel server configuration , choosing only one component group (Comm) for one lang

3. configuration does not give error at UI, but all component group gets enabled and server cannot be started
