CTI Hoteling Not Working Properly After DISA 2.17.4 (Doc ID 2280764.1)

Symptoms

On : 8.1.1.14.14 [IP2014] version using DISA 2.17.4

When attempting to login to CTI Toolbar the following error occurs. "Communication: User 'SADMIN' has no teleset extension.(SBL-CSR-00314)"


The issue can be reproduced at will with the following steps:
1. Login to Siebel Application
2. Open the Communications Panel 
3. The Siebel CTI Toolbar button do not get enabled
4. The error message above is observed.
