Siebel Server Issue

The following components are in state "Offline" on 1 server out of 3. The processes for the following components

Business Integration Batch Manager
Business Integration Manager
EAI Object Manager (ENU)
EAI Outbound Server
Workflow Process Batch Manager
Workflow Process Manager
Workflow Recovery Manager
XMLP Report Server

 exited with error - Exception code 0xc000037408


 The customer installed a new Siebel environment with 16.0 and applied Patchset 10. The issue is encountered only on 1 application server (on the same machine the Siebel Gateway is installed) out of 3 (the other 2 have no issues).
