Siebel Marketing Upgrade From IP 15.0 To IP15.18: CTD Response Will Not Be Created To The Campaign

On : 15.18 [IP2015] version, Email Marketing Server
After upgrade from Siebel IP 15.0.0 to IP15 PS 18, response could not be created for the campaign with CTD 632.
Before the upgrade CTD 632 was working as expected and the responses to the campaign have been created correctly.
However, after the upgrade to PS 18 unable to create them automatically.(i.e click on the "Confirm Subscribe to List" link, thereafter will not sent the Email for the confirmation of the subscrition.)
Tests with SOAP UI shows the same error : Read Time Out (please see the logfiles)

java.net.SocketTimeoutException: Read timed out
ERROR ConnectTest Error in connecting to web service: com.siebel.sem.common.db.DataProcessor$ConnectionFailureException: org.apache.axis2.AxisFault: Read timed out

The issue can be reproduced at will with the following steps:
1. Have CDT 632 working with IP15
2. Apply PS 18
3. Test CTD again, by clicking in a Response Form link in the Email, such as Unsubscribe from List
4. No Response is created.
