Siebel server fails to startup after reboot and SBL-SVR-09127 error seen in Siebel Enterprise Logs (Doc ID 2286741.1)

Symptoms

On : 8.1.1.14.17 [IP2014] version, System Admin

When attempting to start the siebel server, the Siebel didn't startup and the following error occurs.

ERROR

Windows could not start the Siebel Server [VSBLPRD2_PASHSBLBATB] service on Local Computer.


Error 1053: The service did not respond to the start or control request in a timely fashion.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access the Siebel server machine and open Windows Services.
2. Select Siebel Server service and start the Siebel server.
3. Check to see if the Siebel server service starts up without issues.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot access the siebel application running on this siebel server as Siebel server didn't startup.
