Add URL Error Name Is Required Field

Symptoms
On : 15.6 [IP2015] version, Client Functionality
Using Add URL OOTB functionality. It is giving Name is required field error while trying to create a record, follow below steps to replicate the issue even using vanilla SRF.
The issue can be reproduced at will with the following steps:
Step1; Login to Siebel Life Science application.
Step2: Navigate to Account attachment view.
Step3: Click on New URL button.
Step4: Paste following values to URL(value given should be long. Error message does not depend on this particular values).
http://XXXXXX/epharma_enu/start.swe?SWECmd=GotoView&SWEView=Account+Attachment+View&SWERF=1&SWEHo=xxx.xx.xx.x8&SWEBU=1http://xxx.xx.xx.x/epharma_enu/start.swe?SWECmd=GotoView&SWEView=Account+Attachment+View&SWERF=1&SWEHo=xxx.xx.xx.x&SWEBU=1
Step5: Click on "Add" button.
(Error message will popup "Value is too long")
Step6: Keep the URL short like (http://XXXXX/epharma by giving any value).
Step7: Click on "Add" button
(Error message " Name is Required field") Expected result is, Name field should get populated with given URL without showing error.
