Siebel IP2016 : Raise Error Throwing Twice On Application_PreNavigate

Customer is seeing an issue with Raise Error throwing twice on Application_PreNavigate in Siebel IP 2016 version.
This is occurring on clicking additional Views from the View Bar Dropdown and reproducible on Sample Application as well.
Steps to Reproduce.
1. Login to Siebel Application
2. Navigate to the Contact Detail View. From this View access any neighboring View . The raise Error Text pops up once (as expected) .
3. Attempt to navigate to any View from the View Bar Dropdown . Error Pops up twice. This is an issue.
