IP 2015 Siebel Gateway Stops To Accept Connections - error ORA-12545 (Doc ID 2290599.1)

On :  15.0 [IP2015] version, System Admin

When attempting to connect to srvrmgr the Gateway Server is not accepting connections, it is also affecting the connections from Siebel Server components.
This is an intermittent issue, it gets resolved by restarting the Gateway Server service.

The issue has the following business impact:
Due to this issue, the Gateway Server needs to be bounced
