Installing Siebel IP16 or IP17 As New Installation shows Summary Empty / Blank , 0% Progress and does not proceed (Doc ID 2290619.1)

When attempting to run the installation as New Installation, the progress bar shows 0% and does not progress :


In IP17 one additional line appears at this screen ("Starting Post Install Steps") , but same symptom : the progress hangs on 0%:


Another symptom  is that the Summary screen prior to the Installation Progress, appears blank / empty as below:



and  the following error is seen in the console of IP16:


The issue can be reproduced at will with the following steps:
1. create oraInst.loc and place it at /home/oracle/ip16/oraInst.loc
2. run

./runInstaller -invPtrLoc /home/oracle/ip16/oraInst.loc

3. specify directory for installation is /home/oracle/ip16, at the end gets a white screen in the summary and trying to install it keeps in 0% progress and does nothing.
