Unable To Install Siebel IP16 As New Installation

When attempting to run the installation as New Installation, the Summary screen appears white as below:
and the following error occurs in the console if trying to go ahead and install:
The issue can be reproduced at will with the following steps:
1. create oraInst.loc and place it at /home/oracle/ip16/oraInst.loc
./runInstaller -invPtrLoc /home/oracle/ip16/oraInst.loc
3. specify directory for installation is /home/oracle/ip16, at the end gets a white screen in the summary and trying to install it keeps in 0% progress and does nothing.
