Siebel Mobile: With System Preference 'Siebel Mobile Always Full Sync'=Y Data Changes Are Not Applied to Offline Client (Doc ID 2292331.1)

Siebel Mobile Specific - on version: [IP2014]

With 'Siebel Mobile Always Full Sync'=Y data changes are not applied on Offline Client database.
The below steps were performed to test full sync after changing this System Preference - but the changes to existing data and new records are not seen in Disconnected mode.

In client-side console log (exported using that Bug icon on Mobile Disconnected application) there are some errors like:

WebDB - InsertRecordSet, Sql Error Message: could not execute statement due to a constaint failure (19 UNIQUE constraint failed: FINServiceRequestNotes.Id) , ErrorCode : 6

The issue can be reproduced at will with the following steps:

1. Cleared browser cache and logged in. The Mobile Data Extract task (ServiceMDbXtract_enu in this case) completed successfully, user switched to Offline and came back to Online.
2. Created one new note with the text 'April42017-incremental-test' and edited another existing note, text is 'online-note-edit-testing'.
3. Got 'Data is Ready for download' notification, the dmData.txt file is created on server under HHSYNC location for that user and SyncNodeID and were able to find these note changes in the file contents.
4. Switched to Offline, but the note changes are not pushed to Offline. The dmData.txt file was removed on server, once switched to Offline.
5. Logged off and logged back in, waited for some time and got the notification. The dmData.txt file was created on server again.
6. Switched to Offline, still the note changes are not pushed to Offline. The dmData.txt file removed on server, once switched to Offline.

The issue has the following business impact:
Due to this issue, Mobile users cannot use that Full Sync scenario for Disconnected Mobile, so only Incremental mode would work; data changes from server would not be applied to Disconnected Mode.
