Log Level Increased For All User Instead Of Specific Set Of User (Doc ID 2292959.1)

Customer is facing an issue with Log levels, which when set to specific set of Users, it is getting increased for all users instead.

Increasing the Logging Level for a specific set of Users for the Object Manager component
Logging Level getting increased for all the Users even after setting the User List Parameter for specific set of Users

They have observed that logging level is getting increased for all the Users, even though they have set the User List parameter for specific set of Users

They have added few of the Users in the User List Parameter and increased the log level on the Object Manager component by the following command:
change param UserList='46041499,72998704,58107008,10015518,10073987,87834905,85513706,10073988,10075576,69602166,50666507’ for comp XXXXXXXXX_enu server SBLXXXXX
change evtloglvl % = 5 for comp XXXXXXXXXX_enu server SBLXXXXX

Ideally logging level should get increased for those set of Users whose value is set in the User List parameter.
But in their case as soon as the above command was executed, they could see the logging level getting increased for all the Users and not for the specific set of User which had been added in the User List Param

The above approach did not work in their case and they had to revert the logging level since they had faced performance issue
This is not the ideal case they wanted, they wanted to increase the logging level for specific set of Users defined in the User List param only for troubleshooting the issue.

Is there is a way to increase the log level for specific set of Users?
Is there is any alternate way in this regard?
