Log Level Increased for All Users Instead of Specific Set of Users (Doc ID 2292959.1)

Issue with Log levels, which when set to specific set of Users, is getting set for all users instead.

Logging Level getting increased for all Users, even after setting the User List Parameter for a specific set of Users.

Added few Users in the User List Parameter and increased log level on the Object Manager component via following command:
change param UserList='46041499,72998704,58107008,10015518,10073987,87834905,85513706,10073988,10075576,69602166,50666507’ for comp XXXXXXXXX_enu server SBLXXXXX
change evtloglvl % = 5 for comp XXXXXXXXXX_enu server SBLXXXXX

Ideally logging level should get increased for those set of Users whose value is set in the User List parameter.
However, after the above command executed, seeing logging level getting increased for all Users and not for the specific set of Users added in the User List Parameter.
