Error Navigating to Member Summary Screen (Doc ID 2294424.1)

On :  16.13 [IP2016] version, Client Functionality

When attempting to navigate to Members Summary,
the following error occurs.

Cannot open file: /siebel/CRMDEV/

The issue can be reproduced at will with the following steps:

1. Sitemap -> Members Screen

2. Drilldown Members List

3. Activity, Summary Child Tabs.

4. When you click on summary tab, below error occurs.

The issue has the following business impact:

Due to this issue, users cannot view Members Summary screen.
