Symptoms

On : 8.1.1.11.11 [IP2013] version, CTI

After restarting siebel gateway and all siebel servers communication toolbar is not enabled, after 30 seconds, customer getting below error message
'Unable to create a Driver object from driver CICScapiU.dll with Media-Type-String I3 CTI.(SBL-CSR-00500)'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Stop the services
2. Restart the services
3. Login to the application
4. Notice that communication toolbar is enabled or not
