Multiple Emails Being Triggered For Single Outbound Communication Manager Request

Information in this document applies to any platform.
Users are receiving multiple emails instead of one email for single outbound communication manager request while Service Request assignment.
Communication requests are getting failed with Incomplete status with a following message:
"Sent 0 out of 0 messages (0.000) seconds. Activity has been generated, but the following fields cannot be set: <?>. You may not have the permission to set these fields to the corresponding values.(SBL-CSR-00215)"
