TextArea Popup is Missing after Upgrade from Siebel 8.2.2.3 to IP16 (Doc ID 2296216.1)

Symptoms

On : 16.9 [IP2016] version, Upgrade

ACTUAL BEHAVIOR
---------------
TextArea Popup is missing. Even user is not able to resize textarea.

EXPECTED BEHAVIOR
-----------------------
The user should be able to resize the popup and text area pop-up should be available.


STEPS TO REPLICATE THE BEHAVIOR

-----------------------------------------

1. Log into Open UI application on IE11.
2. Click on Service > Service Request List.
3. Drill down on a Service Request->Service Requests List
4. Notice that the Summary field is not resizable
or
5. Navigate to Service Details-> Notice that the Asset Description field is not resizable
