Assignment Manager Component is not coming online after error in Workspace (Doc ID 2296518.1)

Siebel CRM - Version 16.4 [IP2016] and later

Symptoms

In 16.4 [IP2016] version, Assignment Manager
Activated Siebel Assignment Manger and started component (Assignment Manager),checked with basic Rule, it was working fine.
Tried to convert Activity as a Position Candidate and performed some changes in repository, after that we found Assignment Manager is not getting turn on.
Later research on Error we found Its getting error out.

Then we reverted everything and marked as inactive (We are not able to delete our changes, as we are in Workspace mode).
Full compiled and regenerated trigger and tried to start, still same issue is coming.
Then we search support web with error code and tried to follow steps mentioned in “Doc ID 538020.1” , Please find Sql output as attachment.

1.Assignment Manager component is turned off
